With its origin in the first meeting of the Virginia General Assembly at Jamestown in July 1619, the House of Burgesses was the first democratically-elected legislative body in the British American colonies. About 140 years later, when Washington was elected, the electorate was made up of male landholders. In 1774, the House of Burgesses ran afoul of the royal-appointed governor John Murray, earl of Dunmore. The assembly met in Jamestown until 1700, when meetings were moved to Williamsburg, the newly established capital of colonial Virginia. In 1713 Lieutenant Governor Alexander Spotswood pushed through the assembly a law to require in every county the construction of a public tobacco warehouse where inspectors would grade all tobacco before export. The objective was to increase the quality of exported tobacco and thereby increase the price that English merchants paid Virginia planters. Spotswood appointed several burgesses to lucrative inspector positions. In the 1715 election the voters in many counties, fearing that the lieutenant governor was gaining too much influence with representatives dependent on him for their income, defeated many of those burgesses.

The new members of the House passed a bill to repeal the law, but Spotswood killed the bill. Two years later Virginia planters succeeded in having the king veto the original law. The General Assembly then passed a law requiring that if the governor or lieutenant governor appointed any burgess to the office of sheriff or any other office of profit, the burgess had to resign from the House.
This created a two-system (bicameral) legislature for the first time in Virginia’s history. By the beginning of the eighteenth century, the House’s power had lessened considerably, but it remained an essential institution in the colony’s government. The House adjourned on June 24 and never again achieved a quorum (enough members to conduct business). While Washington commanded the continental army in New York, about four hundred miles south in Williamsburg, the end of the House of Burgesses signaled the end of British political rule in Virginia. In 2019, Virginia celebrated the 400th anniversary of the first representative legislative assembly in North America.
Earlier that year, the London Company, which had established the Jamestown settlement 12 years before, directed Virginia Governor Sir George Yeardley to summon a “General Assembly” elected by the settlers, with every free adult male voting. Twenty-two representatives from the 11 Jamestown boroughs were chosen, and Master John Pory was appointed the assembly’s speaker. On July 30, the House of Burgesses (an English word for “citizens”) convened for the first time. Its first law, which, like all of its laws, would have to be approved by the London Company, required tobacco to be sold for at least three shillings per pound. Other laws passed during its first six-day session included prohibitions against gambling, drunkenness and idleness, and a measure that made Sabbath observance mandatory. The House of Burgess and joint assembly of the colonial governor and his council faced challenges throughout the years.

It was the first elected representative government in Colonial America and served as a model for other colonies in establishing their own representative assemblies. It also provided a means for Virginia colonists to have a voice in their own governance. The new assembly replaced the martial law with English Common Law, and for the first time, gave people the right to own lands. This legislative governance was the first major step towards democracy during colonial rule.
